The Upload Change Data from Desktop app feature offers you two ways to get the *.itf file into this dialog box.
Import overview has more information.
When the import process is completed you see the changes that were made to the data since it was provided to the offline member.
You can filter group and sort this data.

About this dialog box:
If the Confirmation dialog box appears, you can click Yes to continue or No to cancel the import.
If you clicked Yes, click Close when the import progress has completed
