In related Help topics, this is referred to as the Discussions pane, and not as a dialog box. Regardless, it opens and hides similar to a dialog box even if it appears in the view and not in top of other content.

Topic
There are three ways to put content in the Topic line:
You can type or paste contents (words, numbers and so on).
If you select a region of the audio waveform in this step, or in a previous step, this line displays the start-end times of that region when you add the discussion.
If the audio waveform has segments, click a segment. This line displays the start-end times of that segment when you add the discussion.
Later, you can click
to locate that region.
You can also type or paste contents in addition to the start-end times of regions or segments.
Assign
Click the Assign control to choose Peer Group or a team member.
Category
Optionally, you can add a category or choose an existing one. Later, you can use the Category List dialog box when you filter discussions.
Add
After you click Add, you might see any of these features:
The typed topic or the
(Locate discussion) with start-end times.
The avatar of the assigned group or person. You can click that avatar to change the assignment.
The number of comments, the category, the step and also arrow buttons
to show or hide comments.
The check mark (
) that will resolve the discussion.
The more button (
). Click it to edit (
), delete (
) or resolve (
) the discussion, or to set the segment (
).
The line where you can type a comment.
